India has strongly criticized the United Nations after its special rapporteur labeled Dawood Ibrahim’s D-Company as an “India-based” criminal network in a counter-terrorism report. Raghoo Puri, First Secretary at India’s Permanent Mission to the UN, raised sharp objections during a General Assembly committee meeting on Wednesday. He called the characterization a glaring inaccuracy and warned that such errors damage the world body’s standing. India demanded strict accountability from UN experts who publish unverified claims in official documents.

India Clarifies Fugitive’s Flight and Global Terror Links

The controversy arose following a report by Ben Saul, the Special Rapporteur focusing on human rights while countering terrorism. Puri expressed serious concerns over the UN official releasing reports containing clear factual errors without facing any accountability. He emphasized that issuing such inaccurate statements distorts global perception and creates a misleading narrative about India’s counter-terrorism record. India urged the UN leadership to implement tighter review standards to prevent similar mistakes in future publications.

Clarifying the timeline, Puri reminded the assembly that Dawood Ibrahim fled India long before his global terrorist designation in 2003. He pointed out that the fugitive operated entirely outside Indian territory when international bodies listed him for ties to Al-Qaeda and Osama bin Laden. Puri noted that Indian authorities have actively pursued Dawood and his syndicate for their involvement in the deadly 1993 Mumbai bombings. He stressed that labeling the syndicate as “India-based” completely ignores these historical and operational facts.

Broader Objections Against UN Accountability Standards

India firmly warned that unverified statements in official UN records severely undermine the global organization’s credibility. Puri stated that reading the inaccurate line in isolation paints a false picture that directly contradicts ground reality. He reiterated that India remains committed to fighting international terrorism while holding international institutions to higher accuracy standards. By placing the true facts on record, India effectively dismantled the rapporteur’s misleading characterization of the criminal network.

This sharp rebuke reflects India’s growing frustration with the United Nations over structural inefficiency and lack of expert oversight. Indian diplomats have repeatedly called out international organs for accepting flawed narratives without verification. The episode underscores India’s zero-tolerance policy toward any international attempt to link fugitive terror networks to its soil. India continues to urge global bodies to focus on holding state sponsors of terrorism accountable rather than mislabeling victims.
