    Analysts suggested Trump aimed to signal strength to Moscow and Beijing ahead of his meeting with China’s Xi Jinping. He said testing would begin “on an equal basis,” a move interpreted as a pressure tactic. China urged the US to honor its test ban commitments, while Russia warned it would respond in kind to any nuclear test. Experts like James Acton argued Trump’s approach was unlikely to push China into negotiations. Organizations including Ploughshares cautioned that renewed US testing could benefit adversaries by allowing them to advance their nuclear programs. Meanwhile, Nevada lawmakers vowed to block any return to underground testing at the state’s historic site.
