Mark Zuckerberg: Meta AI Plan Triggers Major Team Restructuring
Meta developed an internal plan called Project OT to transform its organization around artificial intelligence. The plan reportedly considered reducing some teams by as much as 60 percent. Meta carried out layoffs in May but later cancelled another planned reduction wave. Employee opposition, falling morale and disappointing AI performance influenced the decision.
Meta expected AI agents to deliver significant productivity gains across the company. Instead, the technology struggled with several workplace responsibilities and failed to meet expectations. The setback showed that even a technology giant like Meta cannot immediately automate large portions of office work. The company’s experience also raised questions about the speed of AI-driven workforce transformation.

AI Agents Struggle as Meta Adjusts Its Strategy
The restructuring plan also created concerns among Meta employees. Workers faced pressure to adopt AI while worrying that automation could reduce their roles. Zuckerberg has since changed his approach and increasingly presents AI as a tool that helps employees work more efficiently. He now focuses on building smaller teams that use AI to improve productivity rather than simply replacing human workers.
Meta continues to invest heavily in artificial intelligence despite these challenges. The company is spending on advanced AI models, computing infrastructure and specialized talent. Zuckerberg has admitted that AI agents have developed more slowly than he expected, but he remains optimistic about their future. Meta now appears to be pursuing a gradual shift toward human-AI collaboration instead of rapid workforce replacement.
